A reasonable buffer could be enhanced and created in areas where a sloping lawn reaches to the waterfront.

This maintained lawn slopes directly to the water without benefit of a riparian buffer to prevent fertilizer or other chemicals from entering the water. Even a modest buffer of native plants could provide protection here.

This waterfront that has been modified from a natural shoreline to an engineered retaining wall and is backed by a sloping, maintained lawn. There is little, if any, opportunity for vegetation to remediate chemicals associated with turf management at this site.
