1. Call to Order: Chairman Mike Pace convened the
meeting at 10:05 in the CRERPA Conference Room in Old Saybrook CT.
2. Minutes:
Cathy Iino made the motion to accept the March minutes, seconded by Phil Miller. All members were in favor.
3. Old Business:
A. Legislative Reports: Jeff Nelson,
Gov. Rell’s Representative:
Flooding: A request has been made for reauthorizing the
National Flood Insurance Program in CT.
Jeff cautioned the
members to be aware of home repairscams.
People are going door-to-door attempting to get repair work from the
storm damage. All repairmen must be
licensed.
State loans are
available for storm damage at 2% interest rate.
Deficit mitigation plan:
It protects municipal aid and does not increase taxes.
Mike asked Linda to do a
report on how our representatives vote on budget items. It was suggested that COST and CCM would be a
good source for this information.
B.
HHW – Electronics Collections: The first electronics collection will
take place on the 17th. Paper
shredding will also be available. The
first HHW collection will take place in Clinton on the 24th at the
Nod Road site.
Nonnenmacher of CRRA said
that effective May 1st plastic recycling will be included in
addition to single stream. Recycling is
up 25%. No film plastics will be
accepted.
C. Town Budgets:
Noel asked if any selectmen’s town
budget was under 3%. A discussion ensued
on a variety of budget issues and proposed increases. All the selectmen are looking for ways to
conserve for the future.
The Chairman asked Jeff how the
State was going to handle the $4billion deficit. Will taxes be increased, social services
decreased? There was no definitive
response to these concerns.
4. New Business:
Mike asked Linda to post a Lower
Valley meeting notice regarding municipal solid waste collection. The purpose of the meeting would be to review
the contract negotiation with CRRA. May 3rd was suggested as the
date. The selectmen would meet in executive session.
Pump out Boat: Linda distributed the signed Interlocal
Agreement for The Lower Connecticut River Pump out Boat Program.
A letter from Ian Canning of
Middlesex Community College was distributed. The letter outlined areas that
could lead to program development. Linda
said she will call a meeting of the Executive Committee this month to discuss
classes that might be suitable for the Lower Valley. Noel Bishop volunteered the Westbrook Town
Hall as a site for the meeting.
The issue of a meeting conflict on
the 28th was discussed (COST/CRVCEO). Many of the selectmen said they would be at
the COST meeting that day. Linda
suggested that the selectmen speak with Tom Marsh about the conflict.
5. Adjournment:
Motion to adjourn was made at 10:30
a.m. by Tim Griswold, seconded by Ralph Eno.
