I.          Chairman Bruce Edgerton called the meeting to order at 7:30 PM, in the CRERPA  Conference Space at 455 Boston Post Road, Old Saybrook, CT. 06475, immediately  following the gala celebration of the  40th anniversary of the creation of  the agency

 

II.   Minutes 

                     Jane Marsh moved that the minutes of the November 4 meeting be approved as

      presented. The motion was seconded by Frank Skwarek and unanimously approved.

 

III.  Correspondence

 Linda reported that she had no formal correspondence to comment on.

 

IV. Treasurers Report

 There was no Treasurer’s report.

 

V. Transportation Matters   

Linda reported that the ETD is a matter of great concern. The Town of Old Saybrook has authorized Mike Cronin to serve as attorney for the towns.  He has advised the Selectmen that under Sec. 273H, the towns essentially are liable for debts incurred by the Estuary Transit District.  The disagreement with Brad Beecher is currently being negotiated by Attorneys Denvir and Letizia. 

 

VI. Committees

A. Referral

      Torrance Downes distributed copies of the Referral Summary sheet for December 3, 2007.

The long awaited revision of the Old Lyme zoning regulations is ready for adoption.

Torrance reviewed them carefully and found no cause for inter-municipal concern. The accompanying map had no proposed changes within 500 feet of the Town of Lyme.

     The Clinton Planning and Zoning Commission are proposing to reorganize and renumber the current regulations. The changes are purely clerical and pose no inter-municipal concern.

          Tom Danyliw moved that the Agency support the staff opinion of no inter-municipal concern.  The votes were all aye. Jane Marsh abstained from the vote due to her involvement with the Old Lyme Zoning regulations.

B.     Gateway

Linda reaffirmed that Tor is now the primary Gateway staff member.

Tor reported that the Gateway is reviewing the status of various parcels that it owns.  Ownership of one parcel is currently being transferred from Gateway to DEP.

Tor was pleased to announce that the revisions to the Gateway standards are included in the proposed revision of the Old Lyme Zoning regulations.

 

VII.       Old Business

            Linda reported that the Program and Standards Committee of the state legislature has completed their study of the boundaries and structure of Regional Planning Organizations.  The report is to be issued on December 13.

       CRERPA is unique. It is a Regional Planning Agency that, from its inception, has provided staff for, and received direction from, the Lower Connecticut Valley Selectman’s Association. For several years, it has also voluntarily served as staff for the Connecticut River Valley Council of Elected Officials which includes the CEOs of both Midstate RPA and CRERPA.
