Chairman Bruce Edgerton called the meeting to order at 7:30 PM in the CRERPA Conference Space at 455 Boston Post Road, Old Saybrook, CT. 06475. A quorum was not achieved. Round table introductions were given to acquaint our guest with the members present.
Review of Audit
Chairman Edgerton turned the meeting over to Joe Wollack who gave a page by page explanation of the Financial Statements and supplementary information that he prepared for the Agency. The report is consistent with last year.
Rob Wylie would prefer to review the material prior to the presentation, but , as a new member of the Agency, found the information helpful and informative.
Frank Skwarek noticed that the overheard was reported as 1.405%. It will be corrected to read either 140.5% or 1.405. Copies of the report will be mailed to absent members.
Rob Wylie asked where payments to the auditors is listed. It is the sole item listed under Professional Services on page 21.
Linda noted that CRERPA’s mapping capability is becoming very popular. She alerted members to the fact that consideration of the 2007-2008 budget will begin at the December meeting. Janice Ehle-Meyer will figure out the projected budget for the HHW and must negotiate a new contract for disposing of the hazardous materials.

Linda announced that CRERPA has changed banks from Wachovia to Citizens. Stu Fairbank prefers not be a signer.

Six towns (Deep River, Chester, Essex, Lyme, Old Lyme and Westbrook) have decided to pool their Emergency Management grant funds for 2006. They must make a joint application by November 15. Killingworth, Clinton and Old Saybrook have each decided to act independently.

The LCVSLA and CREMPO have both moved their Wednesday, November 8 morning meeting to Wednesday, November 15 due to the election. The LCVCEO has moved its November 22 meeting to November 15 due to the proximity to Thanksgiving.

Gateway heard arguments for two pending local variances on Thursday October 26. Both involve the setback from the river. The Old Saybrook case involves a long, low, grey house set behind a marsh. The Haddam case involves new additions to an 1820 white colonial 29 feet from the river. The Old Saybrook case seemed unobtrusive and will be unopposed. The Gateway decided to oppose the Haddam case and was pleased that Centerbrook Architects chose to withdraw the petition.

Governor’s Executive Order 15 is a Directive to establish an Office of Responsible Growth in OPM. The Landscape Stewardship Committee in DEP is addressing similar problems. Linda Krause sees a need for a central planning office. David LeVasseur of OPM will meet with the DEPLSI.

Reports
Referrals
Torrance suggested that the Old Lyme referrals could be deferred to the December meeting. The group agreed that they would prefer to hear them now .
Salem is proposing fee changes. It was agreed that this poses no intermunicipal concern.
Old Lyme – Gary Yuknat is proposing that the setbacks from I-95 be reduced. Since all of this land currently belongs to the applicant, is all Commercial/Industrial and that the federal right of way seems to be generous no intermunicipal concern was perceived.
Old Lyme - The Old Lyme Zoning Commission is proposing that Open Space should be included in Multi-Family and PRD developments with no increase in density. It was agreed that this would produce an intermunicipal benefit.
Chairman Edgerman directed Torrance to send a staff report to the parties involved.

Other Business
Linda noted that new delegates are needed from Old Lyme (to replace Alan Bayreuther), Chester (to replace Natalie Williams), Essex (to replace Ray Gastile) and Westbrook (to replace Doris Sanstrom). The number of vacancies makes it difficult to obtain a quorum.
