Special Needs
Estuary MPO meetings occur regularly on the second
Wednesday of each month at 8:30AM. Closed audio loops and/or a sign language
interpreter will be made available upon request; the former upon two weeks notice and the latter, secured via the Connecticut
Commission on the Deaf and Hearing Impaired, with a minimum of three weeks notice.
Foreign language translation is provided upon request with two weeks notice for translation of minutes or meeting
attendance.

II. Minutes
Rich Cabral made the motion to accept the minutes of August’08. Phil Miller seconded. All were in favor.
Rich Cabral requested the June 12nd minutes be amended, which were previously approved. The selectmen questioned whether these “corrections” were for the LCVSA minutes or for the MPO. Rich said he would clarify in an email to the selectmen.

b. Planning Projects:
Transportation Survey: Janice showed the poster being circulated to the towns concerning the survey. Reception and response has been underwhelming. The survey will be kept on the internet as it ties in with additional transportation information. Janice is planning on visiting schools to talk to the superintendents. 40 surveys were received from bus riders.
Commuter Bike Way: Coordination and independent project planning are underway that is compatible with goals and objects for a region-wide bicycle pathway project for both commuting and recreation.
Mike pace said that Old Saybrook is looking into how traffic can be better addressed in the town. His DPW is also working on this issue. Old Saybrook is providing more land for parking. The selectmen are diligently looking for possible solutions. Mike discussed a bikeway model that is being implemented in Old Saybrook.
Town autonomy is important but the bikeways can be integrated through the towns.
Bruce Edgerton clarified the Bokum Road issues for the selectmen; for example, who owns what, who leases. This is DEP property.
Jean suggested that any local groups interested in pursuit of alternatives in transportation to contact CRERPA. Looking for funding is important. Grant money must be sought. Town planners have been contacted.
Carla said DOT is working on their long-range transportation plan.
Rockfall Foundation is having a symposium on transportation in October at the Essex Railroad station.
Traffic Calming Practices: Working from a mutual perspective for the last three months. Have been doing some research. Jean identified the Westbrook Rail Station. The parking lot is full. Perhaps a shuttle from Tanger Outlet to the station would be mutually suitable to both commuters and merchants. The Clinton railroad parking is at capacity. There is little access if one walks or bikes to the station.
Mike noted that new construction could allow parking on the roof. Large lots are a big waste and land could be utilized for other purposes.
c. REPT: Meeting today on extremely cold weather conditions. It’s a table top exercise. Jean will be attending this meeting. We are having difficult creating liaison with DOT. Its planning department is constrained. We are working with Capitol and SW Regions to create protocol for emergency planning.
